Financial awareness-raising as part of the National Entrepreneurial Mentoring Programme

Complex financial awareness-raising programme to support SMEs by way of e-learning supplemented with personal consultancy.

The prioritised goal of this project element is to raise the financial awareness of SMEs, to introduce them to various possibilities for raising capital by building on their needs and appropriate information levels, and to present the demands of the financial sector. The aim is to ensure that by the end of the programmes, SMEs are able to compile a universal financing documentation that is in line with the actual market and financial position and that enables them to launch an application process necessary for raising specific capital they have designated.

The target of the project element is a complex awareness-raising activity concentrating on the human factor, which allows the target group to:

  1. recognise the given situation/problem (sensitisation),
  2. identify possibilities and become open (motivation),
  3. learn about solutions (awareness-raising),
  4. learn the use of the tools (skills development), and finally
  5. ‘want’ change through autonomous behaviour (attitude formation).

Future client SMEs have to submit an online request for support on the https://www.vallalkozztudatosan.hu/ website’s registration page (i.e. they must register).

Grant Contracts are concluded with successful applicants, which is followed by a preliminary assessment of applicants’ knowledge.

The client then performs the ‘Conscious entrepreneurial, supplier, exporter, or financial development knowledge’ training(s), which is followed by an exam.

After passing the exam (which can be retaken and which requires results of at least 60%), the document in support of the financing requirement is drawn up.

The first personal consultancy includes commenting on the document in support of the financing requirement and the handover of the selected financing document.

The second personal consultancy includes commenting the financing documentation and the issuance of the certificate provided by the Hungarian Chamber of Commerce and Industry on completion of the course and the benefits transferred.

The programme launched in the beginning of 2021 will feature a call centre and online customer service support to recruit entrepreneurs, to answer their questions regarding awareness-raising, and to tend to their issues.

If the party in question is unable to successfully pass the exam (achieve results of 60% on the closing exam) on more than one occasion, the training programme has to be restarted.

The Grant Contract specifies other cases of failure to meet obligations and the consequences thereof.

The time limits pertaining to the client and the Hungarian Chamber of Commerce and Industry’s Project Directorate are set out in the Grant Contract. The services are planned to be made available in this format until 30.09.2021, though they are expected to be kept accessible after this date, as well.

SMEs are required to provide the following data during the course of voluntary registration:
enterprise name;
contact address and contact information;
the enterprise’s representative participating in the training.

The SME has to register on the website to receive the materials offered by the programme, to apply for the programme, and to receive the assistance related to the raising of capital (https://www.vallalkozztudatosan.hu/).

The services are available to SMEs to the debit of their de minimis aid and are free in case of participation (from the aid component of their de minimis aid). In the course of its activities aimed at providing group professional mentoring for SMEs, the Hungarian Chamber of Commerce and Industry plays the role of the provider of aid as regards the benefits it transfers. The definition of de minimis aid (framework): de minimis aid is aid granted to a single undertaking over a given period of time that does not exceed a certain fixed amount, is deemed not to meet all the criteria laid down in Article 107(1) of the Treaty on the Functioning of the European Union and is therefore not subject to the notification procedure.

The project website (https://www.vallalkozztudatosan.hu/) provides all applicants with detailed information on the programme details, contractual conditions, the current requirements that SMEs participating in the programme have to meet, and the attainable results. The system automatically checks the filtering conditions and the formal requirements, which checks are then repeated manually by employees.
